Pre and Post 3/99 Differences

What is the difference between pre 3/99 and post 3/99 F-350 suspensions? I see a lot of lift kits for one or the other. Is there any reason a post 3/99 lift could not be used on a pre 3/99 truck?

I think the early 99 have the smaller size spring bolts.
