Need advice on front end

I'm not a front end guy, so I could use some help in determining what is the issue here. In the photo, the dust seal is loose. Both driver and passenger side. And I hear a low whirring noise when turning. Any ideas what is wrong?

every dust seal ive ever seen is loose. Hell, mine are just floating in there
As far as the noise, check everything that moves up front, Axle u-joints, brakes, wheel bearings(definately check those), etc...

Thanks! I may see if I can silicone them back in and see of that holds. Waitin on the rain to stop here to double check for any leaks. Although, I didnt see any last weekend when i changed the shocks out, but I may have missed them.
