2" leveling will not work on my early 99

Ok, this kit will not work on my early 99. I adjusted a 2 1/2" camber bushing all the way down and my wheel still needs to come back in atleast 1"+!
this kit will not work without 2" drop brackets which nobody makes...
Maybe because they won't fit and still get it bolted down?...
The I beam or spindle must be different on the early 99 vs. Late 99.5 and up.
If anyone knows if they are different, but compatible, please let me know.
As far as grinding, I maybe had to grind about a 1/8" and the 2 1/2" bushing still did not bottom out.
Wow! I'm not so happy and I really want this to work!

What kit did you get? Did you get the aluminum blocks or the poly blocks? I ask because I am getting ready to purchase a 2" leveling kit for my 2002 F250 7.3L and from what I have read, it seems relatively straight forward.
