2002 F250 Hub Locks Frozen

The stock hub locks on my 2002 F250 SD were stuck for a long time. A mechanic friend came over and removed the locks by removing the snap ring and working them loose. I can now rotate the dial to manually lock the hubs.

He said that the hubs were "junk" and should be replaced because the inner bearing that mates to the splines that hook up to the axle would turn in both directions. He said they should only spin in one direction. Is that necessarily true? I would like to just take a shot at cleaning them thoroughly and seeing if that would get them back in good working condition (as replacement hubs are expensive and I'd really prefer to keep the ESOF capability).

Anyone’s advice is appreciated.
