Right hub hard to lock & steering question

I went and looked at a truck today. It's a 2000 F350 with 94k miles. He said he had used the 4WD about 8 months ago. It has 33x11 BFG's on it also. It doesn't appear to have a lift, but not 100% sure how to tell. It does have KYB Excel-G shocks on it if that helps determine anything.

Anyway, the only two issues I found with the truck is the right hub was impossible to turn without using vice grips. The left was no problem. Upon closer inspection it looked like there was a piece of rubber in between the dial and the outer ring. Do they just needed to be lubed per Guzzle's instructions or is it something else?

The other thing was the steering appeared to have about a 1/2 to 1" of play. I've only owned cars with the exception of a stock pickup so the steering has always been tight and super responsive. Is this a result of the tires or something else? It doesn't pop but I can definitely tell the tires tend to wander around the road much like my mustang (wide tires).
