Sounds to me like the diode between the PCM, the EBPV, and the toggle switch either wasent installed or has gone bad. Look for it in the wires by the EBPV plug in the engine valley were all the wires are spliced together. A lot of people skimp on installing this diode because it is so tight of an area to work in! If it is not there or it has gone bad then it it will get the signals from the ECM to act like it normally should!
