I got a question to 6.0 Diesel owners

I got an E-350 6.0 diesel.It's in Turkey.We can't use warranty.It's model is 2005.It got 9000 miles.It isn't starting.Oil pump just changed.It isn't starting.We are waiting for your help.Thank you.

do you have a scan tool to check codes and monitor parameters (sensor readings)?? without that we are bascially gonna just be throwing parts at it...
