1995 Powerstroke turbo starting problem

I have 1995 7.3 Powerstroke turbo starting problem. The engine turns over but won't start. I think that it may be the fuel pump. I have all fuel lines, banjo bolt and pump bolts off. I tried to lift off the pump but it will not come up all the way. Everything is loose. Is there anything that I am missing or do I need to just pull harder? The pump is on the intake under the turbo.
