Yeah, it has to be a lawful order, and any order placing the military at odds with the civilian populace would have a very hard time at being lawful. Martial law would have to already be in effect, and the populace would have to be in an active revolt. It's not like the president can decide on a whim that he's going to have the military start kicking in doors downtown. Way too many barriers in the way for that to happen, thankfully.
