Well,I heavily disagree with the cell phone part-too much big brother watching

But if toned down-where there is no big brother watching-just a self test kit like pregnancy kits,it's actually a good idea

Think about it,if two people meet and decide to get it on-they could test each other beforehand,if one's infected-WHEW!!--just saved my stuff!!See ya later!Then report them,so they don't infect any one else.
It actually could lower STD's if it were like that and people participated,but big brother shouldn't be in the bedroom,a car,or what ever other kinky place
