Anyone know how to fix a GY6 motor?

I have one of these Crossfire 150cc go karts/dune buggy with a GY6 motor and a Mikuni CV carb.
It always ran pretty good, but I let it sit over the winter with gas and the carb gummed up. I cleaned up the carb and it was easy to start but had no top end - it would just pop and sputter but wouldnt go any faster.
So, I pulled the carb and re-cleaned everything, and I think the enrichment circuit/choke wasn't seated correctly. I thought that would fix something but now it barely starts, the idle adjustment screw is ran all the way in (throttle open), and it's backfiring through the carb and won't go much faster than idle.

I pulled the plug and it looked wet, so did I fug up the float adjustment or something? I hate carbs

I have worked on many gy6 powered scooters, I have found the valves to be tight on most of them. It usually results in the conditions you are explaining. Backfiring and popping through the carb.
