Ballast help. Need ideas

Ok you guys always have some good ideas, so heres a different issue i need some help with.

I need a way to add some weight to one side of my boat so we can get a bigger surf wave. As of right now we have a 350# sack on each side of the motor and a 250# up front. With a few heavy guys all sitting on the surfside this setup works great, but without, its just not as great.

Im looking for a cheap way to add some weight for tomorrows trip to the lake, what ideas do you guys have? It would need to be easily tossed, If the sh!t hits the fan and we need to drop weight.

So far heres what ive thought of,
1) Duffle bags filled with river rock and weight plates (if i can find them)

2) jimmy cans of water (if i can get them cheap) or buying a bunch of the $.99 gallon jugs.

This is what the wave looks like with all the sacks filled (total 1000lbs) and 8 people all sitting on the surf side. Its big, but could be bigger
