I have a non-conformist future son-n-law with major fuel problem

he owns a cummins 06 1ton dually only getting 12 mpg's empty besides trading for a p/s any ideas? He wants me to take the muffler off which won't hurt.But it still seems it should be getting better than that.

What mod's does he have done to his cummins? I have a 06 megacab 4x4 on 33x12.5x18 with edge with attitude HOT, an AFE, auto and I am getting 18-19 in town and 21-22 on the hwy HAND CALCULATED! send him over to cumminsforum.com we'll get him straightened out!
