If you have to ask, this is already out of your reach to put a Garret powerstroke setup on an IDI, they are very different engines. The IDI is about 21.5:1 (vs 17.5:1 for the PS) so the boost the engine can survive doesn't easily justify an intercooler, and none of the plumbing will hook up without major fab work.
There are bolt-on turbos out there, even factory ones for the 7.3 IDI but you'd be looking for something that was designed for the IDI engines, not the DI. The DI engine is completely different. Turn up the boost too high and the IDI will pop a headgasket in short order. 10psi is supposed to hold up pretty well, some get away running 13, but 15 is risky. For comparison DI engines often run 20psi stock and usually will survive SUBSTANTIALLY more depending on the engine. As I understand it the connecting rods on the 7.3 PS let go before the head gasket, at somewhere around 350-400 crank hp. Completely different ballgame than IDI engines.
If you find an earlier setup, some folks claim to make it fit using 94 PSD turbo assemblies. But again, too much boost with high compression = pop.
