Questionable GPR

'93 F-250 7.3, bone stock. Last year after I changed the fuel filter & o-ring, the truck always seemed to have trouble starting. The only thing I could really try @ that point was taking the fuel off & re priming it. I tried it twice & both times it's still a little hesitant to start. I even tried installing another new fuel filt. So I moved on to GPs & the GPR. I found I had 3 glow plugs that needed to be replaced & for shiggles I put in a new Napa Echelin GPR since I already had the air cleaner off. I had also rechecked & even replaced the main o-ring gasket & the little o-ring in the petc0ck.

Still does the same damned thing. The only time I notice it has no trouble starting is anytime it's on the rope(block heater plugged in). After the truck's been run for awhile, it has no hesitation starting back up even if it's been 3-4 hours. Let it get cold & your back to standing on the fuel pedal when you're attempting to get it shaking. Whaddya think?
