Just bought a 94 F250 xlt, Have a quick question

I just got a 94 f250 xlt diesel non turbo. Everything is good with the truck but I just have one question. I know these trucks aren't going to be fast off the line but this seems really slow, and what concerns me is that when its in neutral on a hill it doesn't even roll. I am wondering if the brakes could be too tight.

Is this normal, I would think in neutral it should roll when on a hill.
