Missouri laws on diesel exhaust

I was calling around a few local muffler shops about strait piping my 99 and they all said it was illegal and wouldn't pass inspection. When I had my 97 ram I passed without issue every time. budget muffler in Independence said they would do it for $175 but wouldn't pass insurrection. I could buy a turbo back system fur just a little more. Thoughts?

In Missouri there is no emissions testing on trucks over a certain GVW (Gross Vehicle Weight)....I think its anything over 8,500 or 9,500 lbs??? Either way...my F250 and F350 were exempt. Now they do require a safety inspection and perhaps thats what the shops are refereing too because emissions systems is part of visual inspection (cat convertors, O2 sensors, Evap system, etc).
