If it's happening on both tanks, then it's probably the gauge head, or possibly the selector. If it's behaving differently on each tank, then it's probably one or both senders.
I know this sounds funny but does the gauge appear to be more accurate when the cabin is cold (like below 40) and then as it warms up the gauge goes to empty? Mine would do this and I replaced the gauge head and that was the problem. Dont know wy the heat would effect mine but it did.
