What part is this?

In the fuel filter housing, at the base, there is a ring that is connected to something, that looks to be spot welded to the base. I was cleaning the housing and accidentally knocked it loose (quite easily). I really need to know what this is, and what I need to do to fix it, and what it is that it is connected to. Also, (the reason I was cleaning and inspecting the filter housing) it seems to be bleeding fuel out of the filter housing when it sits, is this normal? (Drain back) Or should I be searching for a leak? Also! where can I find a filter housing cover? This truck has 300,000+ miles, and the top of the filter cover is cracked (not through just the tabs). 1) the thing in the bottom sounds like the fuel heater and i believe is fairly easy to replace
2) the fuel leak is more than likely the drain valve o-rings leaking. also fairly easy to replace
3) try ford maybe. ?? or you can buy after market filters that have the cap built into them. or do you mean the "Power Stroke" engine cover?

here is the fuel filter cap. $14.50 and the part # is listed.
here is the heater assembly. two are listed. i dont know which one you need. $40.15 or $45.72 part # listed as well.
and here is the drain assembly. i'm sure you can buy just the o-rings. this is the whole valve, $41.18 and part # there as well.
you can take the part # to any dealer and get them from there. those are the actual ford #'s. let me check on the o-ring's and i'll post what i find.

i'm not sure if this is right so you need to double check, here is the o-ring kit. it says '94-'98 and '99-'03 take the same part #. marc can confirm or shoot this down. the part # for it is there too. good luck and hope this helps you out. your friendly nieghbor hood forum parts finder pro, bill.

i'm not sure if you can leave it in there broke or not. i would think, as long as it cant short out against the housing, it would be okay to leave it as is. or you could just remove it i guess.

the o-rings are right behind that little yellow handle you move to drain the housing. remove the valve and replace em. sounds like you might be sucking air at lower fuel level's. youll have to ask marc what he think's. hopefuly he'll see this. if not pm him and he can help ya out.
