My truck wont start :-(

Ive been having problems starting my 2000 F 250, and now it wont start at all. The past few days its been cranking slow and it took a little longer than it should to start but it usually started, last night I put in a new starter and now it cranks plenty fast but it wont start at all. I had the batteries checked and they are good. A Ford tech told me that if I have 10.2 volts or less the computer wont let the injectors fire. Both batteries were at 12.2 but when I crank the motor the driverside drops to 9.8 and the passenger side stays the same. If anyone has any input Id love to hear it, I honestly have know idea what to do, oh yea the truck is sitting at a park and ride right now, going to get my buddy to drag it home for me if I cant fix it there. Are all connections clean, and tight? I have noticed that is one of my cables is just a bit loose mine does not like to start.

yea as far as I can tell everything is clean and tight, I went through it last night and checked everything and it was all good. Not sure if this is related or not but normally when I turn the key forward and the "wait to start" light is on the radio will be on, well now when the "WTS" light is on the radio comes on but it shuts off for a split second then comes back on, it never did that before
