MD Trailer Regs

I have rebuilt a few trailers and I am working on a third one. I have alway made sure the break away batterys work and the saftey cables and all. This last trailer does not have the break away box. I only do local towing and am debating on spending the money to get a kit. What are the regulations on MD trailers? Do you have to have brakes on all axles if the trailer weights a certain amount? Do you have to have brakes at all? How about the brake away kits, Light requirments, DOT reflective tape? I just want to be sure That I do everything legally and and safely. Just looking for all the do's and dont's
