NO Start HELP!!

Hi just found the sight and crused around a while to see what it's about. Seems there is a lot of knowledge here.
This might be a dumb question but, Where is the ICP.
I have a '01 F550 with 7.3L that won't start.
Every thing was fine. I changed the fuel filter and cleaned the bowl, now it won't start.

Checked the codes, none. Checked the ICP output with scan tool. It says I need 450 psi to start. While cranking I get 175 psi. I just don't know where the sensor is, or the pressure regulator for that matter.
Can someone help?

Look between the fuel crap and the intake. It's a clip on type that has 3 wires running to it. 2 of which are RED/GRAY and BLUE GREEN.

with no codes makes me think it might be a fuel issue but check oil level and
quality ,also start by checking oil level in reservoir right in front of fuel filter cap there is a plug you can pull out,need to be at least half inch from top just to make sure you are getting oil to high pressure pump ,if all thats shows good ,need to run more diagnosis with scanner
