I can understand wanting to be a member in the area where you are from, especially if it is a person who is geographically displaced from the area they call home because of military service.

That being said, they can always join when they move home. They can also attend Chapter events as an honored guest if they happen to be visiting home when one occurs. I feel they would receive more benefit from being a member of the Chapter that goegraphically fits their location.
