Unfortunately all goverments tend to be anti gun cause guns are a threat to their power and limit the goverments ability to control the people. That is why the founders of our country included in our constitution the right to keep and bear arms and is also the reason why the supreme court re interperted that right to reflect their wishes not those of the people.

Trouble is by giving away ca. you give away the most productive part of the USA. Ca. is the fifth largest economy in the world. A better idea would be to send all immigrants that have been here less than ten years, and there kids,<tribes> back to where they came from and creat a free fire zone along the border. We would allow immigration but only to those that take classes to learn about our country and learn Engling before they are granted a visa and citizenship. They required this of european immigrants after ww2 so why not require the same from mexicans and others?
