Question about Smog test/ state registration

Hey everybody, names Rick. Im newly registered to this forum but have been coming here for a couple years now looking for answers. I have a 2008 6.4 that I use everyday for my hauling business here in Vallejo California. My truck however is registered in Texas due to my time out there in the Army. I was wondering since I have a Texas truck, would it be safe to run a DPF Delete out here in Cali or will they smog me anyways? Since I am retired from the Army I can continually register my truck with Texas without ever having to go back there. If Texas's laws have changed, does anybody know about Oregon laws? I hear a lot of people out here go to Oregon to register their trucks that they run in Cali. Any insight would be awesome. Thank you.
