Looking at buying a used PSD (1999)

I owned a 2003 PS 7.3 F250 Lariat w/6-speed manual that I loved but sold it in 2007 due to the ever increasing cost of diesel fuel and I sold my business. I regret it terribly.

So I have been searching for a low mileage 99-03 with another 7.3 and a 6-speed. I found one that looked like a good truck. Clean as a whistle. Went out on a test drive and maybe its just me but this truck just did not seem to be as peppy as my old PS was from a set of the pants feel. It did not seem to pull really hard when I stepped into like my truck did. I was confused also as i could not really hear the turbo winding up at all. I thought maybe I just did not know what to listen for, but it used to seem so obvious on my 03' 7.3L. Maybe I am just paranoid as I have never purchased a used vehicle in years and those in the past were never good for me. The muffler was cut out of this truck and a pipe replacement welded in which was not the best job I have ever seen. Everything looked really good underneath though and I did not notice any excessive oil under it anywhere.

Notice any soot at all? Could have an exhaust leak pre turbo that's not spooling the turbo

When you mention soot, are you talking about the tailpipe or around the turbo itself? Please excuse me for not being real savvy on the mechanics.
