Turbo surging and low boost. Powermax 6.0

So I have a powermax turbo. And it is used. Just out it on. Was told was just rebuilt. So put it on and truck sounds sick and then I go for a drive. Only seeing 19 pounds and truck is surging while on the pedal.

What could it be? Could me VGT solenoid be bad? I just left the one that came with it on it. Still have my old one.

So frustrating after spending a few hours to instal. Now I have no truck lol

Check your hose going to your map sensor. It is very common to have a cut in the hose after install of turbo this will definitely effect the amount boost the charger will build. Do you have custom tuning for the pmax? I'm pretty sure you have to have a custom tune in order to run properly. Do you have a monitor if so can you monitor vgt? Maybe someone can chime in with a more definitive answer.
