Looking for advice for another diesel

I know there are a few guys in here that are diesel mechanics so I'd like to ask for some suggestions. My grandfather has a dump truck that he wants to make some changes to, the issue is that he wants "more power" He says it's insanely slow, he can get it up to 70 mph but only going down hill and he can't maintain that speed once it levels out. He really wants to be able to maintain 70-75 mph. I don't think power is the issue since he said at 70 mph he's turning 3600 rpms, but I wanted to put it out there to some professionals. The dump truck is a 1987 International with a 195 hp DT360. Any suggestions or advice would be appreciated.

My advice would be to get a newer dump truck with a larger engine and a better transmission.

2006 F250 Lariat FX4 6.0 PSD
Performance: EGR delete, SCT tuned, 5" straight pipe, blue spring, 03' turbo
