EGR stands for Exhaust Gas Recirculation and basically reroutes a small amount of exhaust back into your intake to be "reburned". The EGR valve controls how much is reintroduced and often gets sooted up from our diesel exhaust. I have seen where the EGR is blamed for poor running conditions, including black smoke, but I haven't heard of it causing a no start condition.
