Wet EGR?
I just removed and cleaned my EGR and found that the intake side (top) was pretty wet compared to the cooler side. I've never seen/heard of one being wet. Is that normal?

Not normal at all. You should take it in and have your coolant system pressure tested. Sounds like an EGR cooler failure to me.
