Need help no start

I have an 03 6.0 that will not start. I don't have the slightest clue where to begin most of the common problems have already been replaced. Both oil pumps, regulator, icp sensor, high pressure oil line, cam pos sensor, fuel pump, filters, two injectors, and the pcm was reflashed. There also seems to be a rumbling noise coming from the air filter when I crank it. Please any suggestions are appreciated I would like to get this thing back on the road and out of my yard. Also I would like to know what scan tool would be best to use for situations like this.
