blow by....rebuild or replace???

i just had the tranny rebuilt and beefed to the max, same with the torque converter i may as well keep going and build my performance toy on a budjet. i want twin hpops, twin turbo, thru hood stack exhaust and whatever is needed to beef up the internal workings of the engine. obviously i am not a knowledgable enough owner to do a tear down by myself. i would be looking for some shop or someone. i currently have a 7.3 with blow by and a lifter sticking kind of sound when i get on the throttle. any help and advice would be appreciated. i will be getting a better tuner as well. i currently have a stage 3 hypertech
