ICP Valve problem or Injection Pump?

My '05 stock 6.0 with 150,000 mi. shut down on the side of the road over the weekend. It is starving for fuel. Restarted it and it would idle down the shoulder but die when I tried to push the accelerator. Tried starting it again and it would not crank. Towed it to the local Ford Dealer (because insurance would pay for that tow). The dealer said the next day that they couldn't see any problems but the ICP valve was probably sticking. They wanted $800 to clean a screen? I got it brought to my home town where I just brought it to a local mechanic shop I have used before. The tech said he initially thinks it is the injection pump. Should the dealership have thought that too? Any suggestions?

Also it surged a few times in the last months prior to this. was very breif and at an idle.

Anything helps. This is my first time on here.

6.0 won't have an injection pump. How old are your fuel filters? What brand are they and what brand and age is the oil filter?

Open the fuel filter bowl in the engine bay and see if fuel is making it's way there.
