Looking for my first diesel

Currently looking at a 03 F250 Lariet 4x4 6.0. Truck currently has 261k miles. Outside and inside in good shape. Does require brakes, ball joints, tierod and pitman. Engine is sound but is sluggish off the line. Been reading it may need turbo/egr cleaning.
Asking price is 11,000, which is in my price range. I am thinking about it and going to offer $9,000. Should I pass or is this a good deal? Any suggestions?

The truck is completely stock. Does have a gooseneck, so it may hauled most of its life. Checked oils, doesn't smell burnt. Coolant was low but no white residue. And unable to obtain any history.
