Voltage Meter Blues

1997, F-350, 7.3L, 54,000 miles. When the engine is cold, the voltage meter (after start) will sit around 10 volts for about a minute and then slowly rise to 14 volts. I replaced both batteries and no change.

Does it start hard? what do your bat cables look like? is there a check engine light on? how old is the Alt.? What do the connections on the Alt. look like?
