What to pay a 94 super cab 4wd diesel

There a green 94 ford f250 4wd with 209k on it super cab with stacks at a auction this Tuesday I was thinking of bidding what would u pay it got some rust like normal trucks from that era. I don't know if it a powerstroke or a idi as I seen it on their website and also don't know of it a stick or not as I can't see a stick in the interior shot bit I can't see the column either as bad angle I guess.

3500? Or less
