under carriage clean-up

I am getting a new front bumper replacement and it will expose some of the front suspension and undercarriage. I've noticed that some of the parts have rust on them or just look crappy in general. Im wondering what the best way to clean this area? I have seen some spray paints that are designed to be sprayed on rust but not sure how good this is for the truck long term? Or is it best just to degrease, scrap with a brush, and use regular spray paint?

I would get rid of the rust first, then use either an outdoor type paint like rustoleum or one of the undercarriage coatings.
