97 turbo is surging at low speeds

Im a diesel newb. I just picked up a '97 250 supercab 4x4 7.3 turbo in sweet condition for 3,800. I love it but like i said am a total rookie and hopefully have not bitten off more than I can chew. It will be my DD

It needs a couple of things: the fuel filter is real dirty, and it needs a new GPR (ordered from autozone).

It starts up great and doesnt smoke a bit, no leaks, and no blow by. The tranny is about 16,000 miles old. The truck has 239k on it. It has been run with Delo oil and has had a change about 1900 miles ago.

One thing I have noticed is that when I am cruising the neighborhood at 30mph and lower it seems to surge a little. I mean very lightly the RPMs jump maybe 100-200 and then settle back down. What could be causing this? is the filter clogged enough to casue this?

I love driving this truck but my LOML doesnt like it and she complains its too fumy after about driving in it for ten minutes. She says it gets stinky after driving ten minutes. She is super sensitive and doesnt want exposure to any toxic chemicals to her or our kids. Any cause for this or do diesels just smell?

Well that is not "turbo surge" but, I wuld change the fuel filter and see if it makes a difference.

should I run some seafoam before I change the filter? and how should I do it?

any other suggestions and instructions for a fuel system clean out?
