It reminds me of allot of things, but not a "tool".

I might try and take it in photoshop and see if that piece of paper says anything.

Edit: Look how much it bents at the brass thing, I don't think it is part of the tool...

Edited my post above.

The paper went no where, too blurry to even attempt to sharpen it up and read something, just can't do it like they do on TV...

we have something similar to that at the farm minus the brass thing. Its used for when we dehorn cattle to carterize the blood.
