what kind of tool is this.....
it dosent pertain to anything, but I got this picture sent to me aking what kind of tool is this....anyone know?

It reminds me of allot of things, but not a "tool".
I might try and take it in photoshop and see if that piece of paper says anything. Edit: Look how much it bents at the brass thing, I don't think it is part of the tool...
