No they don't have "winterized" fuel everywhere. All it is is a blend of #1 with #2 diesel. Most places don't start blending until the temperature warrants it because it increases costs to blend the fuel. Being in AZ, you'd never see a blended fuel unless you're in high elevation where it can get cold enough to justify it.
As far as poor mileage... Change your fuel filters. Have you switched where you fill up recently? Might have a poor batch of fuel.
