Need Help

I have a 99 F350 and my turbo will begin to spool but no power gain.
Was told that the wastegate is bad,how can I check this before I drop the $$.

OK here is what I have done and what I got so far. Cleaned tube to ebps,and sensor.Alot of carbon in both. Put new wastegate solenod on. Both red/green hoses are clear and free flowing. Put 15psi of air to wastegate and it functioned fine. Starts to spool but thats it.I am getting no air flow through the red hose to the wastegate. I think I have checked everything. The ebps might be bad since it was full of carbon.(maybe) ??? I'm getting Frustrated...:argh: Can someone tell me how the ebps works?

Problem Fixed,Found out the exhaust back pressure valve was unhooked. The clip had come off.
