And if you think about it, Edge never did sell a delete for the 6.7L truck. They had already made the determination that the EPA was going to fine them based on past conversations with the EPA, and had turned their focus to selling the Insight monitor for DPF equipped trucks.

I would imagine the companies getting fined had to turn over a list of people who bought the equipment. I read somewhere that there could be up to a 10,000 per offense. I don't know if that will apply to owners, I would imagine there will be a trickle down affect of some sort.

Edge, H&S and similar companies sell to distributors, who in turn sell to dealers, who sell to consumers.

I'm sure Edge had to report how many units they sold, But tracing them thru to the end user would be difficult. And other than Product Registration, Edge doesn't really know who the end user is that bought their boxes. So I doubt the EPA will pursue that. You have a better chance of getting caught at your annual emission test.
