Dumb Question

As my old instructor told me, there is no such thing as a dumb question, just dumb mistakes. With that, I am just asking if anyone can tell me how the plastic panel under the steering column comes off? I tried pushing, pulling, sliding and it is solid as a rock. My old 2000 F-250 just had four nice convenient 1/4 turn slotted buttons that you could easily remove with just a thumbnail. With my luck, if I keep jerking on that panel, something is going to go "bang" and plastic pieces will go flying across the cab.
