Does the in-bed trailer wiring "bracket" come with a gasket, etc.?

I just bought one from the part dept. at my dealer, and the box had been previously opened. There was no hardware (2 screws or bolt to mount it in the bed) in the box. Also, looking at the back of the bracket, the "high spot" is actually 1/4" or so in from the outter edge like it should have a rubber gasket or something around it.

Anyone else buy this kit and have any hardware or a gasket included?

I believe the hardware was included with mine, but there was no gasket of any kind.
