Trouble removing lugwrench and jack handle

This may be on of the dumbest question ever asked BTW.

I am trying to remove the clamp the holds down the lug wrench and jack handle on my 2008 SC F250.
The entire clamp down device turns, plastic handle and bolt. Looked under the truck and can see what I think is the "nut" that it screws into. But if I put a vise clamp on the nut thingy it locks down the bolt and the plastic turns (slips).

After screwing with this for an hour I figure I better ask before I take a hammer to it.

OK then another question.

Does anyone know the part number for the clamp?
Mine seems to have been destroyed.
