Questions about freon level

My A\C has not been cold, a little cool, well I put the gauges on it and the pressures were low, so I added refrigerant and it took about 3 pds to fill to proper pressure 35 low 250 high. When I had 2 pds in it the low side line was frosting up. My question is the tag on truck says 1.69 pds freon so should I be concerned with how much or pressures?

Mine was not very cold either I have added 2 cans and now my ac compresor belt slips when it is real hot out at start up sometimes. But it's cold down to 49 when i put temp gauge in vent .
