way to little info. Why did the turbo blow could have just been faulty could have had extremely old sludge oil that caused it to seize in which case the motor could be in rough shape. Id walk away. If it was in perfect shape the turbo would be too

You gotta have 25 grand of your own money to play this game.

A truck for sale with a blown turbo translates to a broke a$$ owner who cant fix it..............so offer him 10 grand.
You are gambling on it. Is it just the turbo that broke.........or turbo and blah blah......blah.....................blah?? That is the reason for your low offer.

If he s offended at your offer, throw the ball on his court. Ask him to fix it and you will buy it for 23. If not.........ask how come (get big eyes & a suspicious look) ??

Even though he knows it........dont be bashful to remind him kinda nicely that:
What s better for him? 10 grand now & a bad memory or looking at that thing wroughting away.

Title on hand like always

Turbo not working right vs disintegrated turbo makes a HUGE difference. If the turbo is busted enough that the motor can't start and idle for at least a few seconds, then like 450 says, lowball at 10K because most likely parts of the turbo broke and went through the motor.

If the turbo grenaded, then the truck was running(and under load),and if the thing was running then the motor is F'd. Point is, don't let him buffalo you by saying it runs, but he doesn't want to start it and cause more damage.

If it runs with no funky noises, "might" be worth bumping up to 15k. Of course check oil for any coolant.
