Are these nuts supposed to be like this?

was under my truck today checking the water collector on the fuel system. notice that these two nights were not tightened up all the way. are they supposed to be this loose? it's patina to the back of the transmission that attached it to a frame across member.

Geez I hate Siri..... The two nuts are at the back of the transmission and attach it to a frame cross member.

No , they are not suppose to be loose, tighten them.

thanks. they are locking nuts so they arent loose so I wasn't sure if they were supposed to be fully tight or not.

tighten them, should be 18mm
