Anyone else have this?

Trying to figure out what this is, or if it is part of the recall/venturi T:

One tube goes to the venturi T, goes on and off randomly sounds like a fish tank air pump. It's not mounted to anything just laying on top of the fuse box so it just rattles around. Does anyone have one mounted somewhere and where at?

that silver twist knob is supposed to lock it down an on the other side there are two tabs that fit into two slots on the bracket.
