Job 1 Vs 2 or 3

Can anyone tell me the reason between the short Job 1 air dam vs the taller job 2's and 3's.

The taller one on the Job 2's and 3's was to help with MPG and cooling.

Wonder what will happen when you can't get the smaller ones like the Job 1's? One guy around town here has his totally off. I think it was a job 2 or 3

Its funny I just read this. I saw one today that was missing in the strip dist of Pittsburgh.
